trying to convert people from tag commenting to using full-fat comment threads is i think kind of a losing game simply bc the use cases are exact opposites
like. a public comment is Pretty Direct Engagement, and not everybody is looking to start up a conversation (or, for that matter, have a conversation started at them). the tags give you this subtle space for commentary that you don't really want to be overtly public - its visible, sure, but it doesn't announce itself, and that's kind of the point of why people do it
none of that is to say its a Bad thing to encourage proper comments, its just. yknow. understand that the audience overlap there is much smaller than it appears
